From the information you have provided above, I would first start by checking the thermal fuse on the heating housing. Tf this fuse blows out than it won’t allow the heat to produce in the dryer. The fuse will be the most common part to cause the issue. However if that does not fix the issue than I would then check the thermostat, Located in the same are of the fuse. Last thing to cause the issue would be the actual heating element itself. These are just a few parts that will cause the issue.

I am sorry and do understand your frustration when there is problems with the dryer not cooling down.
 
Glad to help out.   Im  looking at your Kenmore Dryer model number 11082822103.

First thing for safety and concerns to keep dryer running well is to check the lint screen and vent of air flow going out of the house.   If clogged up it could cause heating problems on any dryer.
 
To prevent a Blocked Vent Hood, once a year: 
 
1.  Clean any lint blockage from the exhaust vent hood.
2.  Make sure the vent hood flappers move freely.
3.  Check for screen/grate openings that allow bird or rodent nests.
4.  Replace exhaust vent hood if damaged.
5.  Check for good air flow while running the dryer.
Note: Poor airflow or decreased airflow indicates further vent system cleaning is needed.

This is usually caused by a lack of airflow through the dryer. This is usually caused by a restriction below the lint filter inside the lint duct or in the vent hose leading outside. Sometimes the lint filter can become covered in a clear layer of fabric softener residue also which will restrict air flow. Take the lint filter out and wash it under running warm water and scrub it lightly with a soft bristle brush. Check the vent hose for kinks are sharp bends and straighten them as much as possible. It's also not abnormal for the top and back to get warm or hot to the touch if your drying several loads one after the next.

You could also have a bad thermostat or bad heating element that is causing the dryer to get hot/or over heat. Grounded elements are difficult to diagnose. A technician with an ohm meter is most likely going to be required to check the voltage to the elements to determine where the problem is occurring.

Here are the heating items to check.   You say you replaced everything but the board so lets make sure.   Please look at the list below.

When it comes to Electric dryers here are all the options to check on when not heating.
All can be checked with an Ohm meter for its continuity open or closed.

Thermal cut off switch which is both key 47 and key 48 together
 
ON the back of the blower is thermal fuse key number 59
 
Also on the back of the blower internal thermostat key number 42
 
Make sure you always keep  your lint screen areas clean.
