A:

From the description you give this belt drive washer will not agitate or spin even though the motor and belt are turning.

If the motor is turning the belt and the belt is turning the transmission pulley then the washer should be agitating unless there is problem with the transmission.

This particular transmission is no longer available as a replaceable part.

You might want to check out a similar brand new washer at the following link: New Similar Washer .

The is a control magnet (wigwag) that controls the agitation and spin on this washer. If you have a volt/ohm meter you can ohm out the solenoids. See the image below for a picture of this part. It is access from the rear of the washer.

This part moves back and forth and controls the spin and agitation. Check the coils and if one is open replace this 84867 part. It will go for about $32 dollars and is still available.
