You could have a failed electronic control board or heater relay if all the other components connected in series with the gas valve are Okay. The control board and heater relay is located inside the console. You could have a heater relay or control board failure. This heater relay must receive 48 volts DC from the control board in order to close and provide voltage to the gas valve and ignitor whenever the control board senses through the thermistor that the dryer needs heat. See image below. If proper DC voltage is being supplied to this relay through the red/white wires and the relay is not closing in order to to supply AC voltage to the heating circuit, then the heater relay will need to be replaced. This type of diagnosis is normally conducted by a service technician. Measuring live voltage through components with the dryer running is dangerous and can result in electrical shock if not conducted properly. To place the console in the service position: Remove the left and right hand console end cap covers as shown in the image below. Slide the control panel towards the front and then lift it up and hinge it over the rear panel.

Kenmore electric Dry. If I connect a heating element to the two wiring it work but when I installed inside the encase, it didn't. I try a new heating element it didn't work inside the encase but work outside the encase holder. I don't know what's going here. Any suggestion.
