Dryer is heating but not drying clothes 11067862600 Kenmore Residential dryer

I am sorry to hear the dryer is not drying to full efficiency, I know how frustrating that is to have occur.

From what you're describing I suspect poor air flow in the dryer or a blocked/restricted exhaust vent going outside. Pull the dryer out carefully to avoid floor damage to access & remove the vent hose. Put a dust mask on & start the dryer empty. If you have airflow out of the dryer exhaust vent then I suspect a blocked outdoor vent. If you do not have air flow out of the back of the dryer I suspect the lint screen duct is blocked or the blower wheel is stripped out. A thorough cleaning of the lint duct would be needed with a dryer lint brush. The part number is PM14X10056.
Use a thermometer to test the temperature of the exhaust airflow; it should be close to 160-190 degrees before cycling off. Be sure the dryer is empty. If you see too low of a temperature I recommend replacing the thermistor on the lint duct/blower housing. The part number is 8577274. 
A blocked exhaust air path will not normally have an immediate direct effect on the sensors or thermostats in that heating circuit or control circuit. The exhaust thermistor will normally detect a higher temperature since the air flow is diminished and the heat will build up quicker inside the dryer drum.

You can test the fuse with a multimeter for continuity. I have included images below showing the thermal fuse, key # 59.
