I can understand you frustration when your dryer is not working correctly. I would be happy to work with you on this problem today.
From your description I believe the issue is going to be 1 of 3 items. First thing I would check are the thermostats or the thermal cut-off. If the dryer is over heating this would cause the dryer to go into cool down mode to prevent further damage. 
The other possibility is the control timer. The control timer tell the machine which cycle to run and for how long.

I suspected that it might be the timer. Thanks for that info. I appreciate the advice on the diagnosis. Thing is, a technician from Sears was here yesterday and her wouldn't look at it because his meter indicated that there was not 240 going to the dryer. I had an electrician test it and her got 240 volts. I bought a multitester this morning and I am getting 240 volts to the dryer. So something quirky and the possibility of a faulty meter reading by the technician leave me baffled at this time.
