From the information you have provided above, I can understand the frustration of having your dryer malfunction, after researching model number 110.63952102. since you’ve already taking the initial steps and replaced the fuse, thermostat and element, the only other part to cause the issue will be the timer of the unit. the timer may not be sending the signals to the element to kick on. I would suggest testing/replacing the timer. The part number is 8299771.

Upon researching model 11063952102; I know it can be frustrating to know be able to get this problem resolved even after having the technician inspect the electrical outlet. You can unplug the dryer and remove the thermostats, thermal fuse and the heating element when the unit is not hot. With the mentioned parts removed you can test the parts for continuity using a multi meter. If any of the parts test does not read continuity then that part may need to be replaced.
