There are two more parts that you missed. The next two parts would be the second thermostat on the blower housing, or the thermal cut-off. The part numbers are in order; thermostat 3387134, and the thermal cut-off is 279816.

Is the drum belt broken if the motor and heater is working but the drum is not turning?

Yes, the drum belt is likely broken or it may have come off. I added the instructions on removing and replacing the drum belt in the image below. NOTE: Disconnect the power cord from the power source before servicing the dryer.
