 It does sound like the issue is with the timer. This is the only part that will control both the heat and time for the cycle.
W10185976 is the timer part number.

If the dryer doesn't heat then the timer will not advance. If you fix the not heating problem then the timer not advancing problem might also be fixed. 

The thermal cutoff, operating thermostat, hi-limit thermostat and element can be checked with a meter for continuity. Remember to unplug the dryer first.
