I recommend checking  the belt to make sure it is not worn. A worn belt can cause your units washer to slow down. 

I would suggest that you look underneath the machine to see if there is any white plastic power or shavings under the machine which would indicate the drive splutch is failing.
 
Also the brake band may not be releasing to let the basket spin. It would be a mechanical failure where the mechanism is physically hanging up. As you put the washer in D&S it will take a long time before the drain pump is done and it goes into the spin cycle. You might want tip the unit up and look at the brake solenoid and the linkage.
