Water temperature intermittently reversed 11028832700 Kenmore Residential washer

Upon researching model 11028832700:  this model will sense the water temperature and regulate the water temperature. So in a hot cycle you can have some cold water and in cold cycles it will release some hot water to regulate the temperature and not make the load too hot or too cold. If the unit temperature control becomes unresponsive then the temperature switch may need to be replaced but the problem described appears to be part of the normal function of this washer.

I am sorry and do understand your frustration when there is a problem with the washer.
 
Glad to help out.   Im  looking at your Kenmore washer model number  11028832700.

When it comes to not getting water into the washer.   The first thing to do is unplug the machine.

Next turn the water off to both the hot and cold water lines.

Next grab a bucket and then unscrew the water lines and set the water lines/hoses into the bucket.   

Next see if there is a screen on  the hoses or on the water valve of the machine to where you can scrape the calcium off that might be blocking the water into the washer.

Check the pressure hose switch.  I have a picture of it on the link below.  
If the washer is agitating when it should be filling, then it is possible that the contact in the pressure switch V to T (traced by the red line) is stuck. This completes the path to the tan wire and would cause the washer to agitate without filling because it detects that the tub is already full. Replacing the pressure switch will normally fix this problem.  Sometimes the line just needs to be blowed cleared.  Key number 17 on the pic below.
