Upon researching model 11028822790; it sounds like the agitator like the agitator may need to be replaced. The agitator has teeth that the will become stripped off over time causing the agitator to eventually not spin. When the agitator teeth on the base start to wear off the washer can make a grinding noise since the transmission it turning the agitator and the agitator teeth are not catching properly with the splines that turn the agitator. Based on the information you have provided. It sounds like either you have a loose wire or the timer is defective. I would recommend opening the control panel and check to make sure everything is securely in place, if everthing checks out then you may need to replace the timer 
all together.
