Thank you for your question and I understand your concern.

There is a spring type clip located under the front of each control panel end cap. You will need to insert a thin putty knife under the front of the end cap and push inwards and up on the control panel.

 I added an image below showing how to release the control panel. The image of the control panel will look different than yours but the procedure is the same.

I am sorry to hear the washer isn't agitating. I know how inconvenient it can be not to be able to get your laundry done. I have located the diagrams for your model. I have included the link below.

Parts Diagrams for model 11027731600.

If you go to the page labeled Agitator, Basket and Tub Parts, you will see the breakdown of the agitator. The tapered o-ring you mentioned that looks like it would fit into the gears sounds like the cam bearing. Key number 4 in the diagram. You also mentioned that the dogs (key 21) are not engaging and causing the agitator to slip. The dogs will wear down over time and need to be replaced. You will also want to check the inside of the agitator auger (key 3 in the diagram). It can wear also and so it may need to be replaced with the dogs.

If you need to replace both the dogs and the cam bearing, you might want to order the cam-driven kit. It will come with keys 4, 20, 21 and 22 already assembled. Kits come with instructions so it will make reassembling the agitator easier. To order the cam driven kit:

Once you have your repairs completed, I recommend running some Washer Magic thru the washing machine. It will remove any build up like soap scum in the tub and mineral deposits in the pump and drain. I included that link also.

Monday washer stopped at spin cycle there was a burning smell. I looked and there was no belt so i believed motor was bad. put new one in and it sound like it wants to operate but cant. get buzzing sound.
