 I recommend testing the lid switch. I have attached the instructions. 

If the 2nd rinse is the problem the first thing to check would be the 2nd rinse switch. It is a simple switch with two wires. The switch is closed to turn the 2nd rinse feature on or is open to turn it off.
 
If the switch is okay then the timer would be suspect number two.
 
The switch should have a Tan-Violet and Violet colored wires to it. It is located in the console. The rinse switch W10168257.

Thanks Natasha, I have tested the lid switch and that is not the problem because it still spins just fine. The 2nd rinse switch is also fine because the timer advances correctly from the first rinse into the 2nd rinse cycle in all cases. The problem is the agitation is not turning on when it should (only DURING the 2nd rinse of the Permanent Press cycle, but not during normal washing). As mentioned originally, a new timer did fix this issue once, but I have tried 3 different replacement timers from Sears Parts Direct under warranty and they all exhibit this problem. Any further help you can offer is much appreciated.
