I am sorry and do understand your frustration when the washer will not agitate.
 
Glad to help out.   Im  looking at your Kenmore Washer model number 11026834692.

I see  your tub is spinning but is not agitating the clothes.  What agitates the clothes is at the top of the agitator.   There are 4 clips that are supposed to come out and we call them dogs.  I have the dog/agitator clips on the blue link below.

Thank you for you question.

I will be able to assist you with the problem. You are correct the problem could be a timer or stuck second rinse switch. To determine which one you have to access the console. First, unplug the washer from the wall. Then remove the end cap from the end of the console. The image below shows the end caps. Once they are off. Remove the screws securing the console and flip it back. Then locate the second rinse switch and remove the wires. If the connector is bare, you should tape it so it does touch metal. Then close the console and check the operation. If the washer does not go to second rinse, the switch needs to be replaced. If the washer continues to go to second rinse, the timer is the problem.
