From the information you have provided above, I can understand the frustration of having your washer malfunction, after researching model number 110.23032100. From the sounds of it, it may be an issue with a few parts. One of the parts to cause this would be the lid switch. if the switch is bad the washer will think the lid is open and not spin or agitate. Another part to cause the issue is the motor coupler. This part connects the gear case to the motor allowing the unit to spin and agitate. Below I have linked some information on testing the lid switch.The part number for the motor coupler is 285753. The part number for the switch is 8054980.

Upon researching model 11023032100;  it sounds like the control knob and dial may have become stripped on the inside so these parts are no longer moving the timer. If the control knob and dial are stripped then you may need to replace them. To replace the knob and dial with the timer on off position hold the tab on the back of the timer and pull the knob and dial away from the timer, you can use pliers for this repair.
