I know that it can be very frustrating to have issues with your washer. From what you are describing it sounds more like a problem with the pump. By lowering the drain hose, gravity helps drain the water out, this empties the tub completely. The washer can not spin as fast if there is water in the bottom of tub because it adds weight to it. The first thing you will need to do is examine your balance ring, suspension springs, base, and skate plate. This is something that will normally need to be done by an experienced service technician. I am including this video that will help you with the disassembly of your washer; Video . Always unplug or de-energize electrical equipment before removing covers or attempting service. Be careful and wear appropriate hand protection when working around sharp metal parts. Look for any signs of structural damage or abnormality.
