Thanks for the question about your freezer running all the time, I will be glad to assist with this issue. I was able to find the correct model number by adding a digit 106.9233310.
Based on your description and that you changed the defrost timer here is what I think could be the issue. If the timer was bad and needed replacing then the evaporator coil would be frosted over. Changing the defrost time will not solve the frost that has accumulated, if fact it will make the frost turn to ice and keep the evaporator blocked so no air can flow and maintain the correct temperature and the unit will not cycle off.
When a defrost component is bad and needs changing, the evaporator coil must be manually defrosted for the system to work properly. You can unplug power and leave door open overnight or remove evaporator cover and defrost with warm water or a blow drier until all frost is removed from evaporator coil. Then the system will operate correctly.
If the above process was followed then I would suggest checking the condenser coils and be sure they are clear of lint and dust and have good air flow over them.
