Q:

the freezer is freezing up and then thawing and the water is leaking down into the interior of the refrigerator. The Thermostat control is also covered with ice 10679857990 Kenmore Refrigerator

It sounds like you have a drain plug in the freezer section clogged. If its defrosting and going into the fridge that’s the main sign that your drain for the freezer section is clogged. You may be able to unclog the drain during the next defrost cycle; if you’re not the drain will have to be replaced. You can try and time it perfectly to catch the defrost cycle or you can run a manual defrost. The Manuel defrost is better cause you get to plan it around you, not when the fridge goes thru a defrost cycle.

Could the relay be causing the compressor to kick off?

Yes the relay could be the reason for the compressor to be having a hard time starting. It can also be the compressor itself, it could be locking up (getting stuck) sometimes. I suggest replacing the relay/overload combination # 4387938 which is available at www.searspartsdirect.com . If the problem still exists the compressor will need to be replaced.
