Thank you for your question. I understand your concern about the filter. The new filters can be difficult to turn. They have been updated to make the end stronger and it may now be hard to turn. The filter should not be wet because the water is passing through the inside of the filter. I hope this will help you. Hi Scott Not certian how hard I should try to turn it. At the moment I am exerting a considerable amount of pressure, so much so I am concerned it may break. Should mention I am missing the Filter Cap, part #7 from the schematic found at hyperlink http://www.searspartsdirect.com/partsdirect/part-model/Kenmore-elite-Parts/Refrigerator-Parts/Model-10674912401/0583/0166000/K0503003/00001?blt=06&prst=&shdMod=. Also it is not absolutely clear to me if there is an 'up position' when replacing the filter. Based on the instructions it seems clear that the filter must be inserted in a horizontal position in order for the filter to be fully inserted. It also appears that as long as the filter is in a horizontal position it does not make difference which side is up. There also seems to be two filters that fit this model fridge #10674912401. The filter can be replaced without the cap but it will leave a hole in the grill. The numbers for the filter cap are # 2186494T (bisque) and # 2186494B (black). The filter number is # 9915. Using extra pressure should not cause the filter to break. Try inserting the original filter again and if it also a problem, then this would indicate a problem with the filter housing. If it turns ok, extra pressure should cause the new filter to break but if a tool will need to be used, I recommend having a technician check if first. You can call 1-800-469-4663 to schedule a tech to come out.
