I believe you are asking where the defrost timer is?

The timer is located on the refrigerator console. The image below should help you locate it. The timer is part key 4.

There may be a small round plug to remove to access the defrost timer knob. With the plug removed you can use a straight edge screwdriver to turn the timer knob and manually put the unit into defrost.

With the unit in defrost you should hear some sizzle and pop from the heater.

After 20-30 minutes the uni should start running again. It it never starts running again then the timer is most likely bad.

The energy rating is not available. It is normal for a refrigerator to run more then it's off. It can run quite often but it does not take much electricity at all. It's actually better and more economical for it to run more, then to stop and start. The initial start up is what draws the most current and is the hardest thing for the compressor to do.

You can check the temperatures, which should be between 36 - 40 in the fridge section and 0 - 5 in the freezer. If the temperatures are ok the unit is working ok. If the temps are colder or warmer, the controls may need to be adjusted accordingly. To check the temps, place a thermometer between some packages, air temperature is not a good check.
