The relay/overload combination can cause the compressor to not start. The compressor can fail and cause the same symptoms.

A technician will have a tester that he can use to determine if the problem is in the relay/overload or the compressor.

You can replace the relay/overload and if the compressor runs, you might be good for several years. If the compressor doesn't start with the new relay/overload, the compressor is bad and the refrigerator is not worth repairing. The cost of replacing the compressor would be half the price of a new refrigerator.
