I am sorry to hear of the issue you are having with the refrigerator and freezer temps, I know how frustrating that is to have occur.
Since the unit appears to be somewhat cooling, I presume the compressor at the back bottom of the unit is running. Have you checked the operation of the condenser fan motor back there to see if it's running? How hot is the compressor? 
Since you've replaced the thermostat and it didn't appear to help the situation, I am suspecting that the compressor is in need of a recharge and that is the most logical reason why it's not cooling properly. The freezer supplies the chilled air via the compressor, which in turn circulates that chilled air to the refrigerator when the thermostat kicks in. Since the freezer is also warming but the compressor is running, I suspect a compressor issue. If the compressor was not running, then I would suspect the start relay and overload. 
It might be best to have a service technician come out and help with the diagnosis and repair. If the compressor needs a charge, it would be best left to a technician.

Frost on Ice Dispenser 10658526700 Kenmore Side by side refrigerator

I know that it can be very frustrating to have issues with your ice dispenser. The issue is either the ice door is not sealing properly or there is warm moisture laden air leaking by the wiring harness into the ice chute. The images below is the sealing process for the wiring harness in the dispenser. To seal the harness, the front cover (key#23 of image 2) will have to be removed.

The front cover will come off by removing the drip tray. Pry out starting at the bottom corners with a plastic putty knife or flat blade screwdriver.

Frost underneath the In-Door Ice Bucket

1. Check and use Permagum™ or silicone to seal wiring harness grommet in the top left of the ice and water dispenser housing. See Fig. 13.

2. Visually check ice chute door for proper closure.

a. If ice chute door does not close properly, order Ice Door Kit 46/106-8201649.

b. If ice chute door hinge tab is broken, order kit 46/106-8201756.

Thank you for your question. I can understand your concern. Yes, there should be a chute door. If it's not there, it will create the problem you're experiencing because of the warm outside air, constantly entering the chute and freezer. The door mechanism assembly is # 8201649 but if the hinge tabs on the housing breaks, there is a kit # 8201756 that will be needed. This kit will come with instructions.
