The heater can be checked by disconnecting the wires and then use a meter to check the resistance of the heater. It should read approx. 51 ohms. Be sure to disconnect the power before making this check. If the resistance does show to be ok, then the controller would need to be replaced. Poor air flow due to a dirty filter, clogged coils or if the fan motor quits, will cause this problem. Hope this information has help you.
