You are correct. You should have 110-120 volts across the bk and wh wires to the icemaker. Check at the terminals the icemaker wires connect to. There might be a broken wire inside the insulation of the refrigerator.

With this issue, the first thing you can do is check if the icemaker fill tube #2 is frozen. If the fill tube is frozen there is a repair kit out to fix this problem, part number 4389174. If the fill tube is not frozen you can manually cycle the icemaker & check voltage to the water valve #10. Please see the icemaker troubleshooting guide provided in the images below.
