Thanks for the information about your refrigerator model 106.54682300; sorry you are having a problem, I will be glad to assist you. Based on the description you have provided it appears you have two different issues, frosting up and the dispenser not working. Frosting in the freezer section can be caused for warm air intrusion into the unit. Doors being left open or not closed properly, loose or torn door seals and doors out of alignment. You should check all these to determine if there are related issues. If all these possibilities do not lead to a resolution then there would be a defrost system failure, defrost control Electronic board), defrost heater, or defrost bi-metal (or thermostat) both located on the evaporator coil.  The dispenser not allowing water to come out may be a micro switch inside the dispenser or the water inlet valve. There would be a remote possibility that the line is frozen in the fresh food section (use a hair dryer to thaw out and try use of dispenser first.)  I hope these tips help you, if you need more help reply with added details and I will be happy to respond. Thanks Ron H! Checked seals around the doors and all is fine. It may be possible that the line is frozen. Is the line located in the refrigerator side or the frozen side? I believe the thermostat is bad and will try to have it replaced soon. Thanks again Chino B.

Hi Ron, I replaced the Defrost thermostat(Bimtal) and the micro switches but the freezer is still frosting up and the water line became frozen again. What could be the problem for this to still happen? Thanks for your help! Chino

Hello Chino, I think you are saying that the freezer coils are still frosting over blocking air flow, if that is correct and there are no major air leaks and you have replaced the bi-metal the only things left are the defrost heater and the main control in the fresh food compartment. The second issue of water line freezing could be the damper in the top left of the fresh food section. Recommend you solve the frosting issue first. _Always disconnect power supply before servicing the appliance and when testing live voltage be sure to wear proper safety equipment (gloves and eye protection) also be aware of sharp metals on product_ You can check the heater on the evaporator it should read continuity if it is good, if it reads open it is bad. If it is good then check all wiring and suspect the main control. Ron H.

Hi Chino, my refference to wiring harness means all the wiring on the board you said you replaced and the wiring at the heater next to the bi-metal you also replaced.
