You need to determine if the compressor and condenser fan motor is running. If the compressor and condenser fan motor is running, the evaporator coil is not frosted over, the problem is in the sealed refrigeration system. A sealed system repair will cost more than the refrigerator is worth.

I recommend you go to Home Services and get a Sears technician to repair the refrigerator.

This information is straight from the source in regards to the new filter design:

This has been designed as a quality improvement to strengthen the filter head. Rigorous testing has been done to ensure the new design is completely compatible with the previous design. In reality the new design is no more difficult to install then the previous design. Unfortunately, both can require more than one attempt to engage properly. If experiencing difficulty, you should remove the grill from the refrigerator to allow for easier access to the filter housing. If necessary, reinsert the filter at different rotations until the filter engages properly.
