A lot of the times these ice containers just need to be cleaned out. It’s not a defect, or there something wrong they just need a cleaning everyone in a while. I would recommend removing the ice bucket and running cold water in it.

Then gradually have the water hotter to clean everything out. Using regular dish soap will do just fine. Once fully clean and everything spinning freely, leave out to fully dry. Then replace and see if that changed anything.

I'm looking at your model number 10651562104 and if the condenser fan motor is running, it means the compressor should also have voltage to it because both components are on the same circuit. Based on the description you have provided, I would suspect either a bad compressor or the starting system including the run capacitor. A slight change could be the condenser fan not working or condenser coil clogged with lint restricting air flow causing the compressor to overheat, cleaning will solve. However the compressor would usually run several minutes before stopping. You can also check to see if the starting device is burnt or if it rattles when shaken. If it does, it will indicate the starting device has failed. If these checks seem ok, a technician will have a kit and meter, he can attach to the compressor and that will determine if the compressor or starting device has failed.
