This is a Kenmore refrigerator #106.51259101 he freezer side is -9 deg. F but the frig side is mid 40's manual dampener is open and fridge is set to coldest.

Thank you for your question. I understand your concern about the fridge temperature. Yes, it is possible a power surge could cause more than one part to fail at the same time. However, if the fan motor is running and with the freezer temperature at -9 degrees, it indicates all the components are working. However, this does lead to an air flow problem. Since the motor is running and with the manual damper open, it would lead to a restricted return air vent. A good check for this, will be to, feel the air flow coming out of the air diffuser, which should be very weak and while making this check, open the freezer door. If the air flow increases, it means the return vent is closed (frozen). In this case, turn the unit off for 24 hours to allow the vent time to thaw. I hope this will help you.
