This issue is likely being caused by the carburetor. It could have a stuck need inside that is causing it to continually flood. The carburetor will need to be thoroughly cleaned, rebuilt, or replaced to solve the issue. Based upon engine model 121012-0125-B8, I show the rebuild kit as 792006, and the replacement carburetor as 698474.

This Craftsman engine made by Tecumseh is equivalent to Tecumseh's VLV65 engine. I have linked the service manual below. The air gap for the flywheel/coil should be set to .0125".
